Weekly Update 11/09/2012

From Bob Schwartz, City Manager

Emory Street waterline improvements – We have a contract with Carter & Sloope
-
to design this project.  Here’s an update from Marty Boyd, the engineer on the project.

The field surveying was completed last week (week ending November 2) and our CAD

operators are drafting the base drawings.  Once that is complete, we will begin

working on the preliminary layout and design of the water lines.  At this time,

we anticipate the new water main being located on the east side of S.R. 81 and

the east side of Asbury St.  The new water line on S.R. 81 could impact the

existing trees and the sidewalks meaning that some may need to be removed and

replaced.  Once we complete the preliminary layout I will meet with the city to

discuss these impacts and how they can be mitigated.  We should have the preliminary

   layout completed sometime before Thanksgiving.

   Thanks,

   Marty - Martin C. Boyd, P.E. - Carter & Sloope, Inc.

Code Enforcement – Chief Harvey and I attended a code enforcement workshop sponsored
-
by GMA in Winder on Thursday.  The presenters included an attorney who specializes

in code enforcement along with code enforcement managers from LaGrange, Fitzgerald, and

Rome. We learned a lot, but most important is that the best type of person to do code

enforcement is a police officer with strong community interest - - kind of like Chief Harvey.

Walking Tour of the Cemetery – Rev. Tom Johnson has completed his “Walking Tour” of the
-
Cemetery.  I have attached a pdf which includes a list of notable graves and a map.

Utility and Maintenance Department - Reworked primary pole on east Richardson and Airport
-
Ct. to repair power outage Tuesday. Repaired power service at 1026 Emory St  after Tuesday’s

outage.  Cut and removed a tree from across the walking trail.  Minor maintenance to city

utility equipment and trucks.  Jody has ordered the material for the Airport road and Daniel

Dr. waterline extension.  The pipe, fire hydrant, and other supplies should be received

Monday (11/12).  Jody is working with county engineer Tom Garret on our LMIG projects to

be submitted for Council approval in December and then on to DOT by its December 31, 2012

deadline. Jody and Scottie attended the erosion control four hour recertification class.

They each were able to renew their 1-A erosion control blue card for three years.

GMA District Five Meeting – We need to let GMA know who will represent Oxford at the
-
next district five meeting.  Please let me know if you can ride with me and I’ll RSVP for us.

MEMORANDUM  Wednesday, November 07, 2012

TO:  City Officials in GMA District 5

FROM:  Hawnethia Williams, GMA 5th District President, and Council Member,

City of Covington

SUBJECT: Reminder: GMA’s District 5 Fall Meeting Please make plans to attend the Georgia

Municipal Association’s 5th District Fall Meeting to be held on Tuesday, November 27, 2012

at the Nicholson Community Center in Nicholson, Georgia.  The meeting will begin at 6:30

pm and conclude by 8:30 pm. Dinner will be provided. There is no charge to attend, but we

would ask you to RSVP by Wednesday, November 21, 2012 to Becky Taylor of the GMA staff to

let us know how many will attend from your city.

The Fall District

Meetings present an opportunity for us to catch up on what is happening in our District,

while also learning more about what GMA is working on statewide.  We will hear from GMA

officers, our executive director, members from GMA’s marketing and services team, and

governmental relations team. At last year’s meeting, we heard about the downtown study

launched by GMA and the Georgia Cities Foundation. The nearly three years of work that

went into that study has blossomed into the Renaissance Investment Act, about which you

will hear more at our meeting.  We also want to give the House and Senate members in our

district an opportunity to participate in this discussion, so I would encourage you to

extend a personal invitation to your legislators to join us for the meeting.

The Nicholson Community Center is located at 129 Lakeview Drive, Nicholson, GA 30565.

If you have any questions about the meeting or to RSVP, please contact Becky Taylor at

678-686-6276 or btaylor@gmanet.com. We look forward to seeing you on November 27.
