Bill Andrew - City Manager Send Email
Bill Andrew brings with him 23 years of experience in local government senior management, and most recently served as City Manager for the City of Flowery Branch, Georgia for fifteen years. Andrew is amply prepared for the challenge of managing Oxford’s staff and overseeing the affairs of our city. He also has experience with land use planning and greenspace conservation and management. His qualifications will give the residents of Oxford effective support in Oxford’s future strategic positioning as a strong advocate and preserver of its natural resources.
In addition to working with Flowery Branch, Andrew spent three years at Swain County, North Carolina government as their Director of Planning and Economic Development, and five years with Hall County, Georgia government as their Resource Development Manager. He has a Bachelor’s degree in Government Philosophy/Religion from Berry College and a Master’s of Public Administration from Western Carolina University. Andrew is an avid cyclist and has served on many community and civic boards and organizations.
Stacey Mullen - Interim City Clerk Send Email
Stacey Mullen has been with the City of Oxford for over 15 years. Although she first held a customer service position when she began in 2002, today she is the Deputy Clerk. Stacey became certified as a Georgia Municipal Clerk in February 2017 and served as Election Superintendent in 2019. Among her various job responsibilities, Stacey primarily oversees Accounts Payable and Payroll.
Jody Reid - Superintendent Send Email
Jody Reid has been employed with the city since December 1986 where he joined the Utilities Department and worked his way from Apprentice Lineman in 1987 to Superintendent in 2008. Through continued education Jody holds certifications as:
Austin Ballard
Austin joined The City of Oxford officially on September 20, 2018 as Equipment Operator I / Meter Reader. He comes to us from Andy Strickland landscaping. Austin was born and raised right outside of Oxford. His hobbies are Baseball and restoring old cars.
Charlie Mathis
Charlie Mathis works for The City of Oxford as a Groundskeeper. He started with the City on April 19, 2019. He worked Oxford College of Emory University for 13 years and for Hercules for 24 years prior to that. Charlie's favorite pastime is grilling - he enjoyed doing the grilling at Oxford College during his employment.
