Bill Andrew - City Manager
Bill Andrew brings with him 23 years of experience in local government senior management, and most recently served as City Manager for the City of Flowery Branch, Georgia for fifteen years. Andrew is amply prepared for the challenge of managing Oxford’s staff and overseeing the affairs of our city. He also has experience with land use planning and greenspace conservation and management. His qualifications will give the residents of Oxford effective support in Oxford’s future strategic positioning as a strong advocate and preserver of its natural resources.
In addition to working with Flowery Branch, Andrew spent three years at Swain County, North Carolina government as their Director of Planning and Economic Development, and five years with Hall County, Georgia government as their Resource Development Manager. He has a Bachelor’s degree in Government Philosophy/Religion from Berry College and a Master’s of Public Administration from Western Carolina University. Andrew is an avid cyclist and has served on many community and civic boards and organizations.
Marcia Brooks - City Clerk
Brooks assumed the position of City Clerk/Treasurer of Oxford in November,
2019. She is retired from the State of
Georgia where she worked with the Department of Natural Resources, Georgia POST
Council, and the Department of Driver Services.
Marcia holds Masters degrees in Public Administration and Accounting, is
PMP certified, and is currently pursuing her Municipal Clerk
Certification. She serves on the council
of her church and also volunteers as a disaster services associate for the
American Red Cross. Her interests and
specialties with the American Red Cross include UGA football game first aid,
inventory/logistics, and animal disaster support. When relaxing, Marcia enjoys cooking,
genealogy, painting, and communing with donkeys, horses, cows, cats, dogs,
birds, ducks, geese, goats, camels, bunnies, and any other creatures she can
Stacey Mullen - Deputy Clerk
Stacey Mullen has been with the City of Oxford for over 15 years. Although she first held a customer service position when she began in 2002, today she is the Deputy Clerk. Stacey became certified as a Georgia Municipal Clerk in February 2017 and served as Election Superintendent in 2019. Among her various job responsibilities, Stacey primarily oversees Accounts Payable and Payroll.
Amber Reynolds - Administrative Clerk
Amber Reynolds began working for The City of Oxford as an Administrative Clerk in December 2020. She comes to us from The City of Covington, where she worked for 2 and a half years in customer service; Amber has worked in the field of customer service in various franchises and businesses since she was 16 years old. When Amber isn’t working, she enjoys spending time with her daughter.
Linda Sumner- Associate Clerk
Linda Sumner serves as Associate Clerk. She held the
position of President for 2 years with the Goodwill of North Georgia Alumni
Association and has a number of years of experience in the client relations
field. She enjoys music, art and spending time with family and friends. Linda
holds two degrees and is an entrepreneur.
Jody Reid - Superintendent
Jody Reid has been employed with the city since December 1986 where he joined the Utilities Department and worked his way from Apprentice Lineman in 1987 to Superintendent in 2008. Through continued education Jody holds certifications as:
Scottie Croy has been employed with the City of Oxford Utilities Department since December 2004. He works hard in assuring prompt and accurate services to the citizens of Oxford in the Electric, Water and field operations.He has two wonderful daughters, Jasmine and Nickie, and one grand-daughter, Kaitlyn Grace, who loves to ride around his farm on the tractor and golf cart. Scottie has proven to be a true asset to the city in holding the following certifications:
Austin joined The City of Oxford officially on September 20, 2018 as Equipment Operator I / Meter Reader. He comes to us from Andy Strickland landscaping. Austin was born and raised right outside of Oxford. His hobbies are Baseball and restoring old cars.
Terry joined the City as a full time Refuse Collector on July 20, 2020. Terry is a graduate from Eastside High School and former employee with the City of Covington.
Charlie Mathis works for The City of Oxford as a Groundskeeper. He started with the City on April 19, 2019. He worked for Oxford College of Emory University for 13 years and for Hercules for 24 years prior to that. Charlie’s favorite pastime is grilling- he enjoyed doing the grilling at Oxford College during his employment.
