OPENING:
At 7:00 PM, Mr. Eady called the meeting to order and welcomed the guests.
APPROVAL OF MINUTES: Upon motion of Mr. Wearing,
seconded by Mr. Robinson, the minutes for the meeting of February 14, 2017 were
approved. The vote was 5-0.
CURRY AND KATHY HAYNES DEVELOPMENT
PERMIT – Curry and
Kathy Haynes applied for a development permit to build a new home on the lot
recently subdivided by Sarah and Danny Standard on the corner of Wesley and
Fletcher. The Planning Commission
reviewed the application, the plat showing the footprint of the new home, and
plans for the home. Mr. Eady noted the
application met the minimum requirements.
Upon motion of Mr. Manson, seconded
by Mr. Wearing, the development application was approved as submitted. The vote was 5-0.
BARRY STOKES AND APRIL ELLIS
DEVELOPMENT PERMIT –
April Ellis submitted a development permit application to locate an 18’ x 20’
carport beside the home. The Planning
Commission reviewed the application and the diagram of where the carport will
be located. Mr. Eady explained to Ms.
Ellis that a carport has to be beside or behind the home. It cannot be in the front yard.
Upon motion of Mr. Wearing, seconded
by Ms. England, the development application was approved as submitted. The vote was 5-0.
OXFORD COLLEGE – PRE-APPLICATION
DISCUSSION – Kendra
Mayfield had several preliminary questions concerning additional auxiliary
structures at the College Organic Farm.
This was a preliminary discussion with no decisions expected. The discussion included the possible location
of a green house behind the home and the addition of several hoop houses in
front of the home.
The Planning
Commission noted that each auxiliary structure cannot be larger than the home
and discussed whether or not the hoop houses could be in the front yard. Mr. Eady suggested that we needed to do some
homework on the location of the hoop houses and that an email discussion by the
members might help.
{After the meeting, Mr. Manson noted that Section 40-524 (a)
states: And if this applies to this
instance, the decision should be straightforward.
Sec. 40-524. - Accessory building, structure,
or use.(a) Yard location. Accessory buildings, structures,
and uses shall be located in a rear yard or side yard, unless otherwise
specifically provided in this chapter.}
CITY REPORT – Mr. Schwartz reported:
a. We
have created a Downtown Development Authority.
Its first meeting was March 2 and the next meeting will be April 19.
b. Planning
for the Asbury Street park – We have run into a delay with getting title to the
last parcel.
c. DDA
training – We have scheduled an all-day session on Saturday, April 22 for
training for the DDA, City Council, and the Planning Commission to help all of
us work with our new Downtown Development Authority.
